Frequently Asked Questions

Completing and Submitting an Application

  • Grant payments for individual applications will be made directly to the individual, while payments for organisational applications will be made to the organisation's designated bank account.
  • Successful applicants will be required to sign an Undertaking and a Licence Agreement before the advancement of any grant payments.
  • The priority themes for grant application 2023-24 are “East-meets-West Cultural Exchange in Hong Kong” and “Tell Good Stories of Hong Kong” respectively. Priority may be given to activities or projects related to either or both of the above themes.
  • Yes, the Trust welcomes applications that serve to promote the preservation and conservation of the human heritage of Hong Kong. Applications will be vetted and assessed by the Council of the Trust (the Council) in accordance with a set of assessment criteria and on individual merits.
  • When completing the application form / writing a proposal for the proposed project, the applicant should:
    • state clearly the objective(s) of the proposed project;
    • outline the project details including deliverables and details of implementation, e.g. research methodology, table of contents and outline of research reports/publications, content of educational activities and/or exhibitions, location and methodology for archaeological investigations, etc;
    • formulate a realistic implementation schedule;
    • devise comprehensive work plans for completing all the deliverables and allow sufficient contingency time to address unforeseen circumstances and unexpected challenges such as unsuccessful venue bookings, coordination with interviewees and guest, etc;
    • set out on the application form details of the specific project tasks to be completed during each period of time; and
    • highlight any relevant heritage preservation experience of the person/researcher-in-charge of the project and attach their curriculum vitae.

  • The application form must be fully completed and signed by the applicant or duly authorised person of the organisation. The completed application form, alongside with all the required supporting documents, must reach the following address by post or by hand on or before the application deadline, i.e. 6 p.m., 8 September 2023:

  • The application exercise is expected to take about 12 to 14 months to complete:
  • Dates listed on the above chart are subject to change depending on circumstances without further notice.

Project Estimates

  • The following project expenditure will not be supported:
    • Remuneration for the applicant, or existing employee or office bearers of the applying organisation;
    • Purchasing of stationery and general equipment;
    • Administrative overhead fee levied by the applying institution/organisation;
    • Recurrent expenditure; and
    • Contingency fee.
  • Applicants are required to provide itemised and quantified breakdown of estimated costs, including the unit price, number of days, number of copies, etc (please refer to the examples enclosed in the application form for details);
  • Projects must be non-profit making in nature;
  • Applicants are required to list out other sources of finance, if any;
  • Any purchasing items or expenditure spent before project approval will not be supported; and
  • Any surplus derived from the project must be refunded to the Trust.

Criteria for Assessment of Applications

  • Each application will be assessed and prioritised on individual merits having regard to the following factors:
    • objective;
    • urgency;
    • cost-effectiveness and sustainability;
    • uniqueness; and
    • whether other funding sources for the project concerned would be available.
Project Categories Additional Criteria
Research and Publication
  • Whether there have already been researches conducted on the same topic.  If yes, whether the proposed research would bring new insights into the subject;
  • Whether the proposed research is supported by a clear focus and detailed methodology;
  • Whether the proposed research scope is feasible having regard to the proposed budget and implementation schedule; and
  • Whether the applicant(s) has the required knowledge about the subject.
Education and Publicity
  • Whether the proposed project is cost-effective, having regard to the number of beneficiaries and the proposed budget;
  • Whether the proposed project has any sustainable effect, e.g. whether the activities would be recorded and uploaded onto on-line media for public access; and
  • Whether an in-depth study of the concerned culture and/or history will be taken in the project.
Conservation of Historical Buildings and Structures
  • The owner(s) should confirm whether they have obtained financial assistance from other funding sources;
  • The proposed works shall facilitate the public’s appreciation of the history/culture of the historical buildings/relics concerned. 
  • Applications will be vetted by the Council and the applicants will be informed of the results in writing. The decision of the Council shall be final.

Project Implementation

  • A “Licence Agreement” is an irrevocable, non-exclusive, perpetual, freely-transferrable, sub-licensable, royalty-free and worldwide licence granted by the Grantee(s) to the Board of Trustees of the Trust, the Government of the Hong Kong Special Administrative Region and their respective authorised users, assigns and successors-in-title to use the Interim Project Deliverable(s), Project Deliverable(s) and/or Works to be created, developed or produced during the course of conducting the Project by the Grantee(s) for academic, educational, publicity and promotional purposes.
  • The grant will be disbursed in three instalments as follows:
    First Payment Second Payment Final Payment
    25% of the approved grant amount before commencement of project. 25% of the approved grant amount upon submission of the following items during the course of project implementation:
    (a) interim project deliverables equivalent to 50% of project completion; and
    (b) receipts of a value not less than 25% of the approved grant.
    Remaining 50% of the approved grant amount when the project is completed to the satisfaction of the Council.
  • Grantee(s) must complete the project in accordance with the schedule of implementation as agreed by the Council.
  • Grantee(s) shall submit an application to the Secretariat of the Trust at least one month in advance with the details of and justifications for any delay in project completion.
  • If considered justified, the Secretariat will allow extension of project completion date according to the following guidelines:

    $100,000 ≤ 24 months
    *Note: If the Grantee(s) fails to complete the project within the allowed extension period, the project will be terminated by the Trust.
  • No further payment for the project will be made to the Grantee(s).
  • Depending on the circumstances, the Grantee(s) may be requested to refund the advance payment so received to the Council.

  • Requests for additional funding will not be entertained.
  • The Grantee(s) may file a written request with justifications to the Secretariat of the Trust and apply for budget virement across expenditure items for on-going projects.
